[kolla] Proposing Sven Kieske as Kolla and Kolla-Ansible core

Hello Koalas, I would like to propose Sven Kieske as a core reviewer for Kolla and Kolla-Ansible Sven has been very active and providing insightful feedback to reviews as well as code contributions.
