[neutron] [stable] Proposing Slawek Kaplonski to Neutron Stable core

Hi Stackers, In order to strengthen our stable core team, I want to nominate Slawek Kaplonski to it. Over the past years he has made countless contributions in all areas of the project, has been a member of the core team since two years ago and is the incoming PTL for the U cycle ( https://governance.openstack.org/election/results/ussuri/ptl.html).
