[elections] Deadline to vote approaching!

Hey all,

There is a little over 24 hours remaining in the election for OpenStack Technical Committee and for OpenStack-Helm PTL. Eligible voters who have opted-in to election email should have a ballot in their inbox from civs at cornell dot edu. Ballots are documented to close Sep 20, 2023 23:45 UTC.
