Given the version numbers mentioned, I assume you are talking about the
OpenStack Python CLI client (
https://pypi.org/project/python-openstackclient/) rather than an OpenStack
cloud itself?

The upgrade process for the client should just be `pip install
-U python-openstackclient`. But please note that this won't upgrade your
OpenStack cloud services, in case this is what you were looking for.
