[TripleO] Gate blocker - tempest test error - 'Failed to attach network adapter device'

Hello All, We have a new gate blocker on tripleo-ci-centos-9-standalone, scenario-010 and possibly other jobs. The jobs fail tempest test: tempest.scenario.test_network_basic_ops.TestNetworkBasicOps.test_hotplug_nic Details of the failure are in: https://bugs.launchpad.net/tripleo/+bug/1978969.
