[masakari] Blueprints cleanup

Dears, I have cleaned up the blueprints for Masakari [1], closing the completed ones and assigning targets and priorities to the discussed (initially-approved) ones. In other words, the implemented blueprints are hidden and those in some kind of current motion have their priority-assignee-series properly set.
