Kolla doesn’t install any client outside of container images, unless you run some tests scripts.

And the rating commands are added to OSC by the same python-cloudkittyclient package.

Well, in Debian, the python3-cloudkittyclient installs
/usr/bin/cloudkitty. I'm not sure what Kolla does though...

Anyway, Krish should try:
openstack rating hashmap group create instance_uptime_flavor_id

to see if that works...
