[cinder] Resignation from Cinder core & Bug Deputy

I will be transitioning from my current role at Red Hat, and my availability for patch making and reviewing will be limited after July. Considering these circumstances, I believe it is appropriate for me to resign as a Cinder core reviewer and as Cinder Bug Deputy.
