Hello, thanks for everyone.

root@gregion83:~# openstack --version
openstack 7.4.0
root@gregion83:~# apt-cache policy python3-openstackclient
python3-openstackclient:
  Installed: 7.4.0-0ubuntu1~cloud0
  Candidate: 7.4.0-0ubuntu1~cloud0
  Version table:
 *** 7.4.0-0ubuntu1~cloud0 500
        500 http://ubuntu-cloud.archive.canonical.com/ubuntu noble-updates/epoxy/main amd64 Packages
        100 /var/lib/dpkg/status
     6.6.0-0ubuntu2 500
        500 http://archive.ubuntu.com/ubuntu noble/main amd64 Packages

add-apt-repository cloud-archive:epoxy -y
apt upgrade -y

That worked, thanks.

Oh you're right, the default in Noble is Caracal not Epoxy, of course.
We just updated very quickly to Epoxy after the OS upgrade to 24.
Thanks for the correction.
