[openstack-helm-infra][mariadb] mysql-exporter installation does not support ServiceMonitor

Hi folks. When you enable exporter monitoring, you need to create the ServiceMonitor manually and the whole "enabling monitoring" experience does not feel complete. Do we want to add support for that? I can send a pull request for this feature.
