[zun][requirements] request to blacklist docker 5.0.1 for X release

Hi, It appears that docker 5.0.1 is broken [1]. All the OpenStack projects that depends on docker-py (i.e. Zun [2]) are impacted. Would the requirements team consider blacklist docker 5.0.1 for X release? Please note that Zun must have such blacklist. Otherwise, the X release will be totally broken.
