[nova] stein-rc-potential tag and etherpad

There is one week to feature freeze and a lot going on, so I created an etherpad to help track things that we don't want to forget about before RC1 on March 21: https://etherpad.openstack.org/p/nova-stein-rc-potential I also created the official "stein-rc-potential" tag for nova in launchpad so you can tag bugs with it if you think they are install/upgrade/major regressions that need to be sorted out prior to releasing Stein. -- Thanks, Matt
