It would help to be more specific... I performed a web search for "Beluga cloud platform" and ended up with a lot of different unrelated services, so I'm unclear on which one you're referring to. Narrowing my search to services operated in Canada (based on an interpretation of your E-mail domain), I found a reference at https://docs.alliancecan.ca/wiki/B%C3%A9luga/en about a service by that name in Montreal. The linked document states: "By policy, Béluga's compute nodes cannot access the internet. If you need an exception to this rule, contact technical support explaining what you need and why." Maybe this helps? If not, more details may assist our community in understanding what service you're asking about and how this pertains to OpenStack.
