[all] Runtime dependency on setuptools

Hi, A large number of OpenStack projects have a requirement on setuptools. In most cases, this is just a mistake, and it can be removed. This is currently a huge pain for downstream distributions that have to patch this out from requirements.txt, as we're trying to remove python3-pkg-resources which is currently deprecated, and that is added when setuptools is there. Example affected projects: - freezerclient - placement - magnum - oslotest - ... Sending the patches upstream will be too much effort, so I'll write Debian specific patches in the mean time.
