[neutron] Issue in neutron-tempest-iptables_hybrid gate job

Hi Neutrinos, Just FYI, we have bug in os-vif [1] which cause failures of (at least) neutron-tempest-iptables_hybrid. So if Zuul is failing on Your patch because of this job, please don’t recheck it until patch [2] will be merged and new os-vif will be released.
