[blazar][elections][ptl] Leaving the PTL role

Hello Blazar community, Having been Blazar PTL since the Stein cycle, it is time to pass the torch to someone else. I would be happy to help the new PTL with their duties, especially during their first cycle. I will stay involved in the community anyway. Cheers, Pierre Riteau (priteau)
