Did You check RDO project [1]? I think that it is already there.

RDO is not automatically in Fedora and Fedora already has own packages and sadly in not best shape. Some years ago I tried to use RDO packages in Fedora and failed in something (probably it was back in py2/py3 split days). My personal opinion is that we should either fix Fedora OpenStack packages or completely get rid of them in favor of RDO. In the later issue is in over complexity for those willing only OpenStack SDK/CLI (to which I personally often belong).
