We're currently investigating a quite impacting issue in both nova-next and ovs-hybrid-plug jobs that prevent Zuul to be happy.

So, we eventually found the issue, it was because of a new os-vif release. We don't know yet which patch from os-vif 3.0.0 is creating this problem, but until we fix it, we will not accept this release :
https://review.opendev.org/c/openstack/requirements/+/851002
https://review.opendev.org/c/openstack/nova/+/850998

Until the both changes are merged, please continue to not recheck, or rebase your change.

In the meantime, as the failure rate is pretty high, doing rechecks (against this bug number of course, you already know to NOT do blind rechecks [1]) doen't help and just consumes constrained CI resources for a very little and unpredictable gain.

Aaaaaand I forgot to add the footnote :

Thanks,
