This was due to a regression in a bug fix change[0] which merged to
zuul-jobs, and the emergency revert[1] of that fix merged roughly an
hour ago (18:17 UTC) so should no longer be causing new failures.
I'm working on a regression test to exercise the tox feature TripleO
was using and incorporate a solution for that so we can make sure
it's not impacted when we re-merge[2] the original fix.

Failed jobs are clearing the gate and will be rechecked if needed.
