From an Ocatvia perspective, that looks pretty accurate to me. Technically you don't need cinder enabled, but it shouldn't hurt anything.
Also note, you will probably get some random test failures with that "nc" based web server, but for a basic smoke test it should work. Echoing to netcat can't handle more than one connection at a time.
What error are you getting?
