Hello,

I would like to request a requirements freeze exception to unpin Selenium and bump it from 3.141.0 to 4.41.0 [1].

Selenium 3.141.0 no longer works with modern urllib3. It needs to be updated to ensure compatibility with other libraries like urllib3.

All required work has been done from Horizon side [2]. As a temporary workaround local upper-constraints.txt was created [3], and the follow up patch to remove it and roll back to global requirements is prepared [4].
