I tried openstack image create windows --container-format bare --disk-format qcow2 --file win_srv_2019.qcow2  and got
 
Missing value auth-url required for auth plugin password

Any idea how to install this plugin?

have you tried uploading it through OpenStack CLI and not through Horizon?
