Hey Andriy,

Just an email to the mailing list is not sufficient. You'll need to submit an application via governance repo patch -- this one can serve as an example -- https://review.opendev.org/c/openstack/governance/+/896585. Also, it requires a commitment to keep CI running and to meet the release deadlines for the project for the next six months. The TC will review the application and vote on appointment -- most candidates are appointed as long as they have a good history of helping maintain the project.
