We're currently investigating a quite impacting issue in both nova-next and ovs-hybrid-plug jobs that prevent Zuul to be happy.

In the meantime, as the failure rate is pretty high, doing rechecks (against this bug number of course, you already know to NOT do blind rechecks [1]) doen't help and just consumes constrained CI resources for a very little and unpredictable gain.
