Creating the stable/2024.1 men's releasing the caracal which is past. I am not sure if you can create
stable/2024.1 without caracal release, but you need to check with the release team on #openstack-release
IRC channel, or they can help by replying here.
Another question is related to the stable branches policy. If Monasca starts releasing from the 2024.2 cycle
onwards and there is no stable/2024.1 branch, then is it fine from the backports from stable/2024.2 to
stable/2023.2? IMO, it should be as there is no 2024.1 release for Monasca so backport fixes going directly
from stable/2024.2 to stable/2023.2 make sense. But let's wait for stable branch core group advice on this.
