Why missed the deadline is merge conflict when it occurred at the deadline day. I'll upload this patch, which is rebased and fixed unresolved review comment, by Feb 21st.
This feature is useful for capacity saving, and is isolated to the Hitachi driver module, and have no impact on the Cinder database, REST/RPC and APIs.
