Hi,

Due to shortage of kuryr-libnetwork core reviewers Hongbin proposed
that we should soften the rules a bit and allow merging patches with
just one +2. I'm totally fine with that, especially as the volume of
changes showing up in the project is pretty small.

If nobody will have anything against the idea, I'll just go on and
update the docs later this week.
