[puppet] Puppet 5 is officially unsupported in Victoria release

Hello, Just a heads up that we've had a warning in the Ussuri release about it being the last release where we are going to support Puppet 5. This patch [1] was now submitted to remove this warning and officially state that Puppet 5 is unsupported from the Victoria release. [1] https://review.opendev.org/726310?
