windows2016 instance no issue.

using the stable cloudbase-init package for preparation of windows 10
(tried bot in v1909 and v2004). windows2016 server dosen't have this
issue.  if you would so kindly help us with this issue

It seems to me that your meta-data service is working properly then. Could this issue be related? https://github.com/cloudbase/cloudbase-init/issues/42
