[neutron][requirements] RFE requested for neutron-lib

      Hi,

I would like to ask Requirements Freeze Exception for neutron-lib 2.6.1 for
Neutron Victoria.
neutron-lib 2.6.1 contains a bug fix for Neutron which solves a nova gate
issue (on Victoria) coming from a new feature in neutron, see [1].
