[octavia] Octavia weekly IRC meeting is cancelled December 26th.

Hello OpenStack folks! Due to the number of folks taking vacation time next week, we are cancelling the December 26th Octavia IRC meeting. We will resume our regular schedule starting January 2nd, 2019. I look forward to working with you all in the new year! Michael
