There is nothing specific about RDP vs SSH. It's all TCP in the end.

I would validate :

Check the security groups to make sure the ports are correct.
tcpdump at the compute, vm, network level to see the traffic.
try RDP locally in the subnet to see if it's enabled on the destination box.
