I would like to formally request a feature freeze exception for the Resource Locks panel for it to be included in this release cycle.

My Outreachy internship ends on Friday this week (Match 6th) and I would like to wrap up majority of my work. I would also like to note that adding this feature does not bump the manila API microversion or any add new requirements to the manila-ui project
