I tried this with a variety of other hypervisors... so, seems like this isn't working as I'd hoped.
there is a cahce of aggreate membership in the schduler i woudl try restartign the schduler and see if that resovle the issue. the cache is intened to be update when a host is added but i think there is a potical race if multiple aggrate chagnes happens in parralele. i.e if you add several hosts back to back some of them may not end up in the cache.
