Our mirrors pull updates for that from rsync://dfw.mirror.rackspace.com/centos-stream/9-stream/ and last succeeded at 2022-01-14 14:07 UTC according to the timestamp.txt file. I can see in our update logs that, starting at 2022-01-14 16:07 UTC, we've been getting the following error:
rsync: failed to connect to dfw.mirror.rackspace.com (74.205.112.120): Connection refused (111)
I don't know if that site has ceased providing rsync access or is merely suffering from a temporary problem, but we can switch to pulling updates from another official rsync site if someone can suggest an appropriate change to this file:

Based on https://admin.fedoraproject.org/mirrormanager/mirrors/CentOS/9-stream/x86_64, I have proposed a patch to use facebook rsync mirror to pull cs9 contents: https://review.opendev.org/c/opendev/system-config/+/824829 It might be more reliable, The above missing package is also available on facebook mirror: https://mirror.facebook.net/centos-stream/9-stream/BaseOS/x86_64/os/Packages...
