Still the same document https://docs.openstack.org/kayobe/2024.1/architecture.html (2024.2 doesn't seem to be different) External Network is, according to its definition, a network providing external network access. One can see term definition refers to term it tries to define: external network provides access to external network. Myself may be wrong however I don't have a feeling the term have got clarified this way. Eventually, your aim was to refer to Public Network at this point, I don't know. Controllers got a definition but management controllers not, while document refers to management controllers.
