I think you'll need to provide a bit more context so that we can assist.

What version of Openstack?
How was it deployed?
Besides that log, anything else?
Can you turn up the debug level for the scheduler and see what it says?

Host 10.160.4.5 is not allowed to connect to this MariaDB server.

Three controller nodes are installed with MariaDB/Galera Cluster, none of them with this ip.
