We have landed a few patches lately to allow you to specify OVN for the load balancer.

You’ll need to make sure you have the latest version which includes those improvements, so with those Magnum labels you can force the load balancer to use OVN and it will use OVN for all load balancers there 😊

I haven't check the magnum-cluster-api code yet, but if they are using the upstream cluster-api-provider-openstack codes, ovn loadbalancer support is added last year[1].

So it should probably work out of box with the driver or with only some small modification.
