When you're creating your account in Gerrit, you'll need to make sure to agree to the Individual Contributor License Agreement as https://docs.openstack.org/contributors/common/setup-gerrit.html#individual-... directs you (the screenshots there may be a little outdated, "patches welcome"). That's the only real blocker to pushing proposed changes for OpenStack projects. The Contributor Guide also suggests to join the OpenInfra Foundation as an Individual Member (it's free), but this is not a requirement to contribute to the project. Foundation individual membership does, however, allow you to stand for leadership roles in the project, as well as vote in elections (both in OpenStack and for the OpenInfra Foundation itself).
