[loci] Non-candidacy for U cycle

Thank you to the Loci team for having me serve as PTL. With the project seeing heavier usage in production, I feel it's important to hand over leadership to the developers who have more day-to-day usage. There are still lots of great enhancements that can be made to the project, and I'm excited to see what comes next. -Chris
