Hello,

During Ussuri cycle code from openstack/networking-ovn repository has been moved to openstack/neutron [1]. 

Neutron team will not accept any new changes to openstack/networking-ovn repository and we should retire this project. 

Patches are pushed with the topic:retire-networking-ovn, starting at [2].
