[cinder] Stepping down from Cinder core

Hello: Because of a job change, my time available is becoming quite limited, so I'm not going to be able to contribute at the appropriate level. So, I contacted our PTL to get me removed from the core team. Thanks everyone for the help and the journey in Cinder. Greetings, Pete
