[tc][heat] PTL not available next week

Dear all

Due to some personal matters, I'm not available next week 9/21-9/25. for releases, I already propose the patch [1]. And I'm fine with any renew on the patch as long as there's no new feature included (will try to keep update [1] too). [1] https://review.opendev.org/#/c/752809/
