[tripleo] hold recheck tripleo-heat-templates gate blocker tox-py36 - opendev infra mirrors?

Hello Unfortunately instead of happy friday \o/ we get a tripleo-heat-templates gate blocker on the tox-py36 job (bug is at [1]). We cannot reproduce this locally and suspect there may be an issue with pypi mirrors in opendev infra?
