The tripleo-ci jobs are broken due to the following bug.

Multiple tripleo jobs are failing because of "error: Multiple
top-level packages discovered in a flat-layout"

The  latest release of setuptools 61.0 caused it and more info is
added here: https://github.com/pypa/setuptools/issues/3197

The team is working on fixing it

Till then please hold the rechecks and avoid workflowing patches.
