[placement] clouds.yaml does not use placement API version variable

Even after specifying the variable in clouds.yaml placement still uses version 1.0 Story : https://storyboard.openstack.org/#!/story/2008553 Hello can someone help me on this one. I'm not sure where exactly is the issue in placement or in osc-placement . I would really appreciate the insight on this one. Thanks
