The gate is in a bad shape due to frequent failure of server delete tests due to placement conflicts. The bug that is tracked in [1] became more frequent after a recent placement feature (consumer_types) got landed. The nova team is aware of the situation and possible fixes are being discussed [2].
The patch [1] that supposed to fix the issue is approved and going through the gate.
Looks like the patch ran into some difficulties and had to be revised. It's got a +1 from Zuul. If anyone's around who could approve it, that would be awesome. We're running into this issue in several different cinder CI jobs.
Perhaps you could add a Depends-On for those jobs in the meantime to unblock?
