[kolla-ansible] Proposing Doug Szumski as Kolla Ansible core

Hi Folks! This mail serves to propose Doug Szumski from StackHPC (dougsz @IRC, CC'ed) as Kolla Ansible core. Doug coauthored the Nova cells support and helps greatly with monitoring and logging facilities available in Kolla. Please give your feedback in this thread.
