I think there is some confusion. Octavia does not rely on network nodes, neutron LBaaS did, but Octavia uses service VMs instead of launching processes on the network nodes.
If you are referring to the neutron bugs when using DVR on the OVS ML2, I understand the workaround was to route some traffic through network nodes. However, if you do not use DVR with OVS, such as using OVN or disabling DVR, this workaround in neutron is not needed.
