Update on the OVB jobs across all centos-stream-8 branches.

OVB jobs should be SUCCESSFUL If your overcloud has the rpm hostname.3.20-6.el8 and NOT  3.20-7.el8. e.g. [1] .

The hostname package is being fixed via centos packaging.

The CI team is putting in a temporary patch to force any OVB job to BUILD the overcloud images vs. pulling the prebuilt images until new overcloud images are rebuilt and promoted at this time [2]
